Step 1 - Use the 'Add Trust' function first to authorize a token. Without this important step, the receiving address will reject any transfers to it.
Step 2 - Once the Trust is established, you can then use this function to send the recipient tokens.
Create A Stellar Token

Step 1 - The token is created at the Issuing Public Key's address with an unlimited supply. Then a ChangeTrust call is issued against the Receiver's Secret Key address. Without this important step, the receiving address would reject any transfers to it. This is why the Receiver's Secret Key is needed rather than the Public Key.
Step 2 - Once the Token is created, use the 'Send A Payment' call to create the Initial Supply for your Token. Sender's Secret Key needs to be the Issuing Secret Key from Step 1.
